Topic 4: Climate Technologies & Carbon Recovery | Measuring the Effectiveness of Marine Carbon Dioxide Removal
Live webinar with Q and A session.
There is too much carbon dioxide in the air and it is contributing to global warming. Reducing emissions is not enough. We need to remove excess CO₂ from the air.
There are many approaches being considered and some of these rely on the capacity of the ocean to absorb CO₂. These are collectively called marine carbon dioxide removal (mCDR).
This talk provides an overview of mCDR and then describes new equipment to measure how well mCDR projects are able to remove CO₂ from the air.
DeepGreen Solutions’ COBALT℠ (Carbon Ocean-Based Atmospheric Linked Telemetry) is an innovative CO₂ measurement system providing improved understanding of the carbon cycle and marine carbon dioxide removal (mCDR) effectiveness. COBALT℠ uses sensors mounted on Sofar Ocean Spotter buoys and Spotter Scout autonomous surface vessels.
Featured Speaker: David Snyder, IEEE Senior Member, Chief Operations Officer, DeepGreen Solutions, deepgreensolutions.org

David is a California-registered Civil Engineer (PE), Certified Information Systems Security Professional, and IEEE Senior Member. He is helping to drive the efforts of DeepGreen Solutions to develop and implement technology to replicate the natural process whereby the growth of phytoplankton in the open ocean is stimulated to remove large amounts of CO2 from the atmosphere worldwide through photosynthesis.
David is the Board Chair of the IEEE Consultants Network of Silicon Valley and has been the organizer, moderator, or speaker for more than 20 conferences and seminars, including the “Security, Standards and Laws” session of the 2024 IEEE World Technology Summit on AI and presented “Implementing Climate Restoration This Decade” at the 2025 IEEE Sustainable Technology conference.
